Position Summary

Oversees preparation of proposals, negotiates contracts, and administers commercial contracts in accordance with company policies and legal requirements. Manages a proposals development staff and provides guidance on complex proposals/contracts

Duties & Responsibilities

ESSENTIAL

  • Assist Sales in the hand-over of awarded projects to Project Management after projects have been awarded including ensuring all documentation (including correspondence) is provided to Project Management, Engineering, Purchasing, Quality Assurance, and Manufacturing that describe, in detail, the scope-of-work, the level of quality, the delivery or availability and the Target Cost.
  • Work with individual Account Managers on expected customer bids to accurately assess and plan future manpower requirements for team such that customer bid deadlines can be achieved.
  • Upon receipt of customer request for quotation, coordinate timing requirements with the Account Manager. This includes communications with the customer when additional information or specific commercial or technical clarifications are required to complete comprehensive proposal.
  • Assist in the development and implementation of strategic sales plans to accommodate Corporate goals for SDS-P sales and profitability.
  • Provide customers with sales information, as required.
  • Notify Umbilical Solutions project management, engineering, quality assurance, manufacturing and purchasing departments of awarded projects.
  • Represent the Company at meetings with key clients, assist Sales Representatives in maintaining customer relationships, assist in negotiating and closing contracts in the absence of the Sales Representative or at the direction of the SDS Sales Manager.
  • Prepare the detailed sales order upon receipt of customer purchase order or official letter of intent (LOI).
  • Assist Sales in the hand-over of awarded projects to Project Management after projects have been awarded including ensuring all documentation (including correspondence) is provided to Project Management, Engineering, Purchasing, Quality Assurance, and Manufacturing that describe, in detail, the scope-of-work, the level of quality, the delivery or availability and the Target Cost.
  • Assist in sales forecasting activities and setting performance goals for SDS. Set performance goals for SDS-P sales administration function.
  • Complete cash flow analysis for each proposal based on proposal schedule when compared to expected client milestone payment schedule.
  • Coordinate and insure that for all awarded contracts, “bid versus as sold” and “bid versus as executed” reviews are completed and any issues or inconsistencies identified are corrected. Also insure that annual review of WBS and Estimating standards are executed to insure bid costing accuracy is maintained.
  • Follow all UPM, UPDS, SOX, or other internal controls to protect the integrity of data.
  • Insure that all team members are fully trained and capable of completing bid development processes. This includes insuring proposal team is trained in both OII Uniform Proposal Development process and have a required understanding of basic contracting principles.
  • Insure internal processes for development of pricing documents are accurate and have necessary checks and balances to insure errors are identified and corrected prior to proposal submission to customers.
  • Update and maintain reports and schedules necessary to the Sales Administration operation including CRM systems, proposal logs, monthly sales updates, and customer lists, as required.

Supervisory Responsibilities

  • This position has supervisory responsibilties.

**Reporting Relationship

  • Reports to the General Manager of SDS – Panama City.
  • Works closely with Commercial Sales team, Project Management, Product Engineering, Production, Scheduling, Quality, VP of SDS and VP of SMP.

Additional Information

REQUIRED

  • Bachelor’s Degree in Engineering or Business required, a Masters degree is preferred.
  • 7-10 years related experience in manufacturing, project administration, commercial contract review and development, subsea oil field equipment and architecture, engineering drawings and specifications, and business communications.
  • Knowledge of the following software needed –MS Office Suite, MS Project or Primavera, and Client Relationship Management (CRM) software.
  • Must possess or be able to obtain a TWIC (Transportation Worker’s Identification Card) for the Port of Panama City.

DESIRED

  • PMI Certification highly desirable
  • Very good math skills including algebra and geometry. Mechanical reasoning skills. Strong reading and comprehension skills. Good technical writing skills.
